'He deserves it': Chinese national Tang Bei on hitting condo manager during spat

SINGAPORE: Breaking down several times in court on Tuesday (Oct 3), 49-year-old Chinese national and permanent resident Tang Bei recounted an alleged molestation by Mr Colvin Quek Choon Kiat, whom she and her twin sister Tang Lei had a spat with in April 2015.

In February 2015, Tang Bei met Quek when she was applying for a new access card for the condo she was staying at - Simei Green Executive Condominium. She handed Quek, who was the condominium manager there, S$100 for the card application and asked him to expedite the process as she was pressed for time.

But she claimed he refused to do so and an argument ensued. Tang then alleged that he molested her, touching her left breast.

When asked by her defence lawyer Derek Kang if she timed the period of contact Quek had with her, Tang said it was "not possible". But she added that if a man unintentionally touches a woman's breast, a normal reaction would be to quickly take the hand away and apologise. She claimed Quek did no such thing.

Tang Bei also re-enacted the molestation scene with a court interpreter.

Tang Bei met Quek again on Apr 28, 2015 when she went to collect her access card. She requested for another staff when she saw him.

However, she alleged that he replied with an obscenity, leading to another argument. Things got heated and both sisters were caught on video hitting Quek.

Tang told the court on Tuesday that "he deserves it" and that Quek's behaviour was "insulting to a woman's integrity". Hearing all of this, Tang Lei, who was also present during Tuesday's trial broke down.

Both sisters face multiple charges including one on voluntarily causing hurt to Quek.

The trial started on Monday after being adjourned in May. It continues this Thursday.

Twin sisters found guilty of assaulting Simei Green condominium manager

The twin sisters who were filmed assaulting and spitting on a condominium manager were found guilty of their offences after a protracted trial lasting 21 days over two years.

Chinese nationals Tang Bei and Tang Lei, both 50, received their verdict on Thursday (19 July) for the incident in 2015. A viral video of the incident shows the sisters involved in a heated confrontation with condominium manager Colvin Quek Choon Kiat in Simei Green over the issue of an access card.

Tang Bei, who is a Singapore Permanent Resident, was convicted of one count each of causing hurt to and using criminal force on Quek, while Tang Lei, who was on a special pass, was convicted of two similar counts. They were also convicted on one count of causing hurt to security guard Bligh Charles Kenneth, who was trying to intervene during the argument between Quek and the twins.

According to the prosecution, Quek first met Tang Bei sometime in February 2015 after he was informed by security that someone was tailgating others to exit the side gate of the executive condominium. When Quek approached Tang Bei to ask if she had an access card, the latter told him it was “none of his business” and that she had “no time for him”. Quek told Tang Bei to visit the condominium office as the woman slipped out of the gate.

On 25 February, Tang Bei visited the office alone and passed Quek two $50 notes to pay for an access card but failed to provide relevant documents, including a tenancy agreement and an identity card. When Quek asked for the documents, Tang Bei asked for the return of her money before a dispute broke out between them.

Tang Bei became aggressive and tried to enter the counter as she pressed her body towards Quek. She then hit Quek on his head a few times before threatening to sue him for molest. She took her money before leaving the office. Quek lodged a police report following the incident.

Quek next encountered Tang Bei on 28 April that year when she came to the office with Tang Lei. Sensing that an encounter similar to one in February might occur, he placed his handphone on a cabinet to record the twins’ actions.

Tang Bei told Quek to go away as she did not want to see Quek’s “ugly face” and used an expletive on the manager. After Quek responded to her comment, Tang Bei was enraged and a dispute ensued. Tang Lei splashed liquid from a can on Quek repeatedly while Tang Bei spat at his face.

Security guard Kenneth, who entered the office earlier, intervened but the sisters continued their attack on Quek, including throwing a bunch of keys and the empty can at him.

Quek was assessed at a hospital to have bruises and abrasions over his face and head.

In mitigation, the twins’ lawyer, Richard Siaw, asked presiding District Judge Sarah Tan for a fine of not more than $1,000 on the charges of causing hurt and not more than $500 on the charges of using criminal force. He said that his clients were first-time offenders and their actions arose out of “impulse as a consequence of (Quek’s) provocation”.

The prosecution brought the hearing to an abrupt halt after telling the court that a stern warning for Tang Bei for forgery in an unrelated incident on 24 April 2015 would be administered to her after the case.

The announcement surprised Siaw and prompted Tang Bei, who was in the dock at the time, to cry “never” and “lies” in English.

The proceedings were adjourned for almost 10 minutes, during which Tang Bei could be heard raising her voice in Chinese outside of the courtroom while she was speaking to Siaw.

When the hearing resumed, Siaw told the court that the separate incident in 2015 arose from a misunderstanding between herself and her ex-boss, who has since withdrawn the matter.

Siaw added that the sisters would not be paying compensation to Quek, as suggested by the prosecution, as they viewed themselves as victims in the matter. The twins are currently involved in two ongoing civil suits against Quek and his employer, Hilandas Property and Facilities Management.

Sentencing for the criminal case has been adjourned to 28 August for more submissions to be made from both the defence and prosecution.

A pair of twin sisters who attacked and spat on a condominium manager, in an act that was caught in a widely circulated video three years ago, were fined on Tuesday (28 August).

Tang Lei, who is in Singapore on a special pass, was fined $2,500 while Tang Bei, a Singapore permanent resident, was fined $2,100 in the State Courts for causing hurt and using criminal force against the condominium manager and a security guard of Simei Green condominium.

The 50-year-old sisters from China were embroiled in the spat with condominium manager Colvin Quek Choon Kiat over the issue of an access card. They had claimed trial but were later found guilty of their offences committed in July this year.

In an earlier hearing, the prosecution said the two sisters have been “belligerent and dishonest witnesses, who have given incredible, illogical and inconsistent accounts and explanations for their appalling behaviour.

According to the prosecution, Quek first met Tang Bei sometime in February 2015 after he was informed by security that someone was tailgating others to exit the side gate of the condominium.

When Quek approached Tang Bei to ask if she had an access card, the latter told him it was “none of his business” and that she had “no time for him”.

In a previous hearing, Richard Siaw, the twins’ lawyers, asked for a fine for the offences while the prosecution left sentencing to the court. Siaw said his clients were first-time offenders and their actions arose out of impulse due to Quek’s provocation.

Two twin sisters who flew into a rage and assaulted staff of Simei Green condominium in 2015 were fined yesterday.

The violent behaviour of Chinese nationals Tang Bei and Tang Lei, both 50 now, was caught on video, which went viral online.

The incident, which took place at 11.40am on April 28, 2015, happened after Tang Bei was caught earlier that year tailing other residents out of a side gate of the Simei Street 4 property.

The Singapore permanent resident was a tenant at the condominium but did not have a resident's pass. Court documents did not state if Tang Lei was a resident of the estate.

District Judge Sarah Tan, who convicted the sisters last month after a 20-day trial, fined Tang Bei $2,100 and Tang Lei, $2,500.

Tang Bei faced three charges - causing hurt to security officer Charles Kenneth Bligh, as well as one count each of assaulting and using criminal force on condominium manager Colvin Quek Choon Kiat. Her sister was convicted of four charges: causing hurt to Mr Bligh, as well as two counts of using criminal force and an assault charge involving Mr Quek.

In her submissions, Deputy Public Prosecutor Tan Wen Hsien said Mr Quek met Tang Bei in February 2015 after receiving information about her tailing residents leaving the estate.

When he asked her if she was a resident, she replied that it was "none of his business" and that she had "no time for him" before walking out of the property.

The court heard that she went to the management office alone on Feb 25, 2015. Mr Quek told her that he needed documents such as an identity card and a stamped tenancy agreement to process her application for a condominium access card.

She handed him $100 to pay for it but did not provide the necessary documents. She became aggressive when Mr Quek repeated his request for the documents and she left after taking back her money.

She returned with Tang Lei on April 28 that year but refused to be served by Mr Quek, claiming he had "dirty hands". He then decided to video-record the incident with his mobile phone, which he placed on a cabinet.

After Tang Bei berated Mr Quek, the two sisters rained blows on him. They spat at Mr Quek's face and Tang Lei splashed the contents of her canned drink at him. The women also assaulted Mr Bligh when he stepped into the office.

After the incident, Mr Quek went to Changi General Hospital where he was treated for bruises and abrasions on his forehead.

The sisters were represented by lawyers Richard Siaw and Jasmine Teo. In her defence, Tang Bei claimed she had acted in self-defence. DPP Tan said the claim was "incredible" and "flies in the face of the objective evidence".

The DPP stressed that the video footage shows the sisters attacking Mr Quek in "an unrelenting and vicious manner".

Twin sisters in Simei Green condo ruckus seek damages from property manager in civil suits

SINGAPORE - The twin sisters, who were both fined last month for creating a ruckus at Simei Green Condominium in 2015, have filed civil suits against the property's manager. One sister included his employer as well in her court action.

Ms Tang Bei, who is a Singapore permanent resident, is seeking $50,000 in damages from Mr Quek Choon Kiat, now 65, as well as from his employer Hilandas Property and Facilities Management. Her sister, Ms Tang Lei, is seeking $5,000 in damages from only Mr Quek.

The two 50-year-old Chinese nationals filed their statement of claims in November 2016.

In her suit, Ms Tang Bei said she had gone to the condominium's management office to apply for a replacement access card in February 2015 as the one she had was faulty.

She said that Mr Quek refused to process her application before uttering "something to the effect that he would fall in love" with her. Ms Tang Bei then claimed that he assaulted her.

She also said that when she walked out of the office he followed her and shouted: "Get out of  Singapore." Court documents said that she suffered "indignity and emotional trauma".

She stated in her claim that Mr Quek again attended to her when she returned to the office on April 28, 2015.

She claimed the condominium manager "directed xenophobic remarks" at her when she told him that she did not want to be served by him.

Ms Tang Bei said her sister, Ms Tang Lei, who was waiting outside, heard the commotion and went to help her. The claim stated that Mr Quek then directed "similar xenophobic remarks" at Ms Tang Lei before hitting Ms Tang Bei's head forcefully.

Mr Quek, who denied these accusations in court documents, said in his defence that Ms Tang Bei entered the management office in February 2015 "demanding" a resident cum access card and handed him $100.

He stated that she asked for the money to be returned after refusing to provide a photograph and show proof of her residency in the complex.

"Suddenly and without warning, the plaintiff lifted the service counter flap and forced her way into the area behind the service counter... Instinctively, (Mr Quek) raised his hand... and managed to stop her," the condominium manager said in his defence.

A female colleague returned the money after Ms Tang Bei "retreated to her original position", he said.

Turning to the later incident, Mr Quek stated in his defence that Ms Tang Bei and her sister returned to his office on April 28, 2015. He added that Ms Tang Bei then said that she did not want to be served by him. A scuffle broke out and the two women hit his face, according to Mr Quek.

The civil cases of the two sisters, who are both represented by Richard Siaw, are still pending.

In July, after a separate 20-day criminal trial, Ms Tang Bei was convicted of causing hurt to condominium security officer Charles Kenneth Bligh, as well as one count each of assaulting and using criminal force on Mr Quek. Ms Tang Lei was convicted of four charges: Causing hurt to Mr Bligh, as well as two counts of using criminal force and an assault charge involving Mr Quek.

Last month, District Judge Sarah Tan fined Ms Tang Bei $2,100 and Ms Tang Lei $2,500.

SINGAPORE - A pair of twin sisters who were fined for assaulting staff of Simei Green condominium lost their appeals against their conviction on Wednesday (July 3), after making emotionally-charged arguments for close to four hours.

Chinese nationals Tang Bei and Tang Lei, 51, claimed that they had been provoked into committing the offences. They also claimed that they were the real victims and were being treated unfairly because of their nationality.

But High Court judge Aedit Abdullah stressed that the courts in Singapore determine matters equally for all offenders, regardless of their nationality, ethnicity or religion.

What the courts seek to do is consider the law and the evidence, and in the current case, there was no grave and sudden provocation that would clear the sisters of the charges, he said.

As for the sisters' grievances that others involved in the incident were not prosecuted, the judge said the court can only deal with the charges before it.

Last year, Tang Bei was fined $2,100 and Tang Lei $2,500 by a district judge after a 20-day trial.

Mr Quek then decided he should record a video of the meeting with his mobile phone, which he placed on a cabinet.

The confrontation soon turned ugly, with Tang Bei berating him, and the two sisters raining blows on him. They also spat in his face and Tang Lei splashed the contents of her canned drink on him. The women also assaulted Mr Bligh when he stepped into the office.

Mr Quek was treated for bruises and abrasions on his forehead.

On Wednesday, Tang Lei argued that the video could not prove that there was contact as it was taken from one angle and there could be optical illusions.

Tang Bei claimed that Mr Quek was the real "provoker" who had made verbal taunts at her before the video recording started.

She alleged that he had molested her at their earlier meeting and she was merely exercising her "basic right to react".

She added that Mr Quek was using the "incomplete" video to portray her as an unreasonable woman so that no one would believe her if she made a police report against him for molestation.
